Responsible to - Directly reporting to the Art & Industry Biennial Turst Director with a management report to the 7th SCAPE Curators, Financial and Fundraising Controller and Construction Project Manager positions
PREAMBLE
The Public Art Project Manager position offers a unique opportunity for an early-mid career visual arts curator/project manager to play a key role in the development and delivery of New Zealand's Premier Public Art Event at a crucial point it its history. Working with an array of highly respected artists and arts professionals from New Zealand and abroad as well as key networks of consultants and industry professionals, the Public Art Project Manager will, in essence, assist and implement the 7th SCAPE artistic vision by overseeing the stages of public artworks development - from artist selection and concept development, fabrication and installation through to presentation and promotion.
DUTIES
Primary Purposes - This is a unique role, bridging both curatorial and arts management to achieve the 7th SCAPE artsist projects including: curatorial and theme development; artist and artwork selection process; artist brief and proposal developments; budget management; regulatory and construction planning documents; publications coordination and artist contract administration.
Qualifications, Experience, Skills and Attributes - The skills desired in a PAPM are not only curatorial, but also accessible communication skills, art project management experience and/or willingness to develope in public art management, as well as knowledge of New Zealand and international contemporary art practice.
The PAPM will assist the Director to build upon and maintain the extensive local, national and international artist and art community relationships and networks intrinsic to the success of the SCAPE Christchurch Biennial. Pivotal to this role will be the ability to place the requirements of artists to the fore; ensuring SCAPE artworks innovate and continue to push the boundaries of public art presentation. The artistsic success of SCAPE projects will be activated through dedicated relationship management and brokering of the unique and innovative dialogue between artists, industry and audience.
Essential

Tertiary qualification in Curatorial Studies, Visual or Fine Arts and/or Arts Management

Knowledge of and/or experience of public art

Expertise in art curating and/or managing public art programmes

Minimum of 3-4 years experience of working with artists and the public

In-depth knowledge of New Zealand (and international ) contemporary visual arts and/or public art and urban design practices, issues and processes

Demonstrated in-depth experience in the implementation and delivery of artists' projects

Self-motivation and an enthusiasm to pursue agreed goals

The SCAPE Christchurch Biennial is New Zealand's premier biennial dealing with art and public space. The 7th SCAPE will occur in September 2013 for 6 weeks.
The 7th SCAPE will be a highly compelling display of geographically concentrated public artworks by national and international artists, with great impact to engage, fascinate and ignite our local communities. Artworks will be achieved via a genuine and equal partnership between art and industry.

GOALS AND OBJECTIVES FOR PUBLIC ART PROJECT MANAGER
Goal Area (to achieve the purpose of the job) - Selection of Artists and Artworks
Objective/Key Task (to achieve these results) - Actively manage the process to select New Zealand and international artists for 7th SCAPE
1. Assist Director and Curators to form a shortlist of artists to develop artwork proposals
2. Coordinate and document artist selection panels, meetings and reports
3. Be responsible for facilitating artists’ briefing documents and site-visits
4. Assist in the preparation of reports, proposals and special presentations
5. Assist Curators in developing 7th SCAPE theme and final programme of artworks for Trust to sign off 6. Build relationships with artists, local art institutions, arts funders and national/local art community personnel.
Goal Area - Public Artwork Planning
Objective/Key Task - Coordinate the interface with a range of professional consultants and contractors to plan, resource and deliver the projects on time using the unique industry partnerships and resources available.
1. Form relationships with artists and design specialists to obtain the necessary details to develop artwork concepts and rationale, plan, resource and sign off artists’ designs.
2. Form and interface with Project Control Groups (PCG) specialists to review, plan and achieve each artwork
3. Interface with CCC planners, owners of sites and the Trust’s regulatory personnel to gain the necessary consents to achieve the artworks
4. Work with Artists and Financial and Fundraising Controller to scope, monitor and manage public art budgets and link available industry resources with artists and project teams
5. Assist with the preparation of artists’ concepts and designs for writing, grant/sponsorship proposal documents and preparing reports to sponsors/funders.
Goal Area - Public Artwork Implementation
Objectives/Key Tasks - The Trust’s vision is a biennial presentation of highly compelling, geographically concentrated public artworks by national and international artists with great impact to engage, fascinate and ignite local communities and visitors. Artworks achieved via a genuine and equal partnership between art and industry.
1. Work closely with Director and Curators to ensure that artworks achieve the vision of the Trust, ensure high quality and maximise community participation
2. Work with the Director, Project Control Groups (PCG’s) and Construction Project Manager to programme and monitor the fabrication and installation of individual artists’ projects
3. Forge and manage good working relationships with artists and PCG’s to manage risks and achieve artworks to the highest aesthetic professional standards
4. Participate in 2011/2012 and 2012/2013 annual budgeting process and monitor programme spending to ensure it stays within the allocated budget.
5. Review and refine the Trust’s public art operational procedures
6. Work with Director to develop and present a public art development workshop in March 2012 for local artists and arts students.
Goal Area - Communicating Arts Projects
Objective/Key Task - Effectively communicate 7th SCAPE Christchurch Biennial of Art in Public Space
1. Work with Curators to co-ordinate the 7th SCAPE Publications including commissioning of writing and images, editing, timeframes and budgets
2. Work with Director and communications specialists to assist the development of appropriate communication, marketing plans and materials to promote 6th SCAPE artists projects
3. Report on the status of SCAPE programme and public art projects through internal and external forums as requires.
Goal Area - SCAPE Christchurch Biennials
Objective/Key Task - Effectively contribute to the organisational integrity and successful 7th SCAPE Christchurch Biennial of Art in Public Space
1. Adherence of professional standards, including codes of ethics
2. Effectively assist with the management of the SCAPE Christchurch Biennial records
3. Work with the Director to set, monitor and achieve the PAPM’s key performance measures.
REMUNERATION: Any offer of appointment is subject to acceptance of the terms of appointment (see points 1-3 below)
1. The 2 year fixed term of engagement is from Start December 2011/January 2012 –December 2013/January 2014
2. The rate of pay to be offered will be discussed with individual candidates during interview process. The hours of work are full time 40 hours per week for the fixed term. We expect the annualised salary to be $40K - $42K (including all holiday pay and employment deductions)
3. The Trust is reliant on receiving funding through various grants. The Trust’s funding for the 7th SCAPE is subject to finalization. This position is funded under millstone contract by Creative New Zealand, Arts development investments (toi uru kahikatea)
